High Wycombe is a large market town in Buckinghamshire, now the second largest town in the county, after Milton Keynes. The town arms depict a chained swan.

Edward Winch was a tanner. He was an alderman of the town, and mayor in 1669. (Berry, 17th century England: traders and their tokens, page 55).
