LIVERPOOL Cocoa Rooms. British Workman Public House Company Limited. Penny Token.

Brass. Diameter 28.6mm.  COCOA ROOMS BRITISH WORKMAN PUBLIC HOUSE COMPANY LIMITED LIVERPOOL in seven lines.  B of BRITISH lines to C.  R.   Large numeral 1 in wreath.  TB3 2388; Mitchiner 9365.  Owens 113b. Scarce.  VF-GVF

These tokens, issued in the 1890s, were used to induce people to keep out of public houses which sold spirituous liquor.  Kelly's directory for 1894 lists 85 Liverpool cocoa rooms and there are more described as ‘coffee taverns’, though few of them issued tokens.  Many were in conjunction with a church, or Christian (non-denominational) reading room, but most of them were run by private individuals, so there was obviously a commercial demand for a warm refuge.   Cocoa and coffee and temperance were clearly very popular in Liverpool, though not as popular as ale!
