Possibly made by Charles William Bagnall, an engraver of 16 Hockley Street, Birmingham around 1910 who may have used the initials CWB. Also possible, and I think more likely, are the Bagnall Brothers who were Gilt Jewellery Manufacturers at three addresses in Birmingham between 1896 and 1914.
